On the evidence, this is the strongest place to stay in Gibraltar — and almost nobody outside the territory has heard of it.
E1 Suites & Spa is the official aparthotel inside the E1 tower on Devil's Tower Road: fifty suites with full kitchens, washer-dryers and room service, wrapped around a spa most cities would charge separately for. A 22-metre indoor pool, sauna, hammam, cold plunge and gym are included in the rate. Freska E1 downstairs runs from breakfast to supper.
It scores 9.0 from 1,539 reviews. That combination matters more than a higher number would: Gibraltar's top of the table is full of flats scoring 9.7 on thirty reviews, where a handful of opinions move the average a full point. Fifteen hundred reviews at 9.0 is the most robust score in the territory, and Tripadvisor independently ranks it first of nine in its category.
The catch is geography. Devil's Tower Road is by the airport on the eastern side, not in the old town. Main Street is a nineteen-minute walk and so is the frontier. If you have flown in, are crossing the border daily, or want the eastern beaches, that is an advantage. If you pictured strolling out to dinner on Main Street, it is a bus ride or a taxi.
For a working week, a family that wants a kitchen, or anyone who will actually use a pool, this is the best-value bed on the Rock.

This is not the old town. Devil's Tower Road sits by the airport on the eastern side — roughly nineteen minutes on foot to Main Street and the same to the frontier. Excellent for a flight or a border crossing, a walk for dinner.

About Westside & Devil's Tower Road
The northern strip between the runway and the eastern cliffs, closest to the Spanish border and the airport terminal. Newer blocks here largely serve Gibraltar's gaming-industry workforce rather than visitors, which keeps prices down and character thin. Sensible for a short business stay or an early flight; a poor choice for a holiday.

- The spa is what guests rave about — the 22m pool, sauna, steam room and plunge pool come up again and again, "one of the nicest I've ever been to". Note it belongs to E1 Suites & Spa — other operators' flats only include it where their listing says so.
- Reception staff are named and thanked repeatedly for fixing problems, including guests' own booking mistakes.
- The aparthotel format earns its keep — full kitchens, laundry, spacious suites, and runway-and-Rock views from the upper floors.
- Freska, the ground-floor restaurant, is rated good value from breakfast through supper.
Worth knowing. A recurring complaint, in more than one language, about payment friction on third-party bookings: guests arriving on "pay later" terms found a different policy applied on arrival, with extra charges. Book direct or confirm payment terms first.
On the evidence, E1 carries Gibraltar's strongest aparthotel and it isn't close: the spa is genuinely resort-grade, the staff get named in review after review, and the suites work for stays where a hotel room wouldn't.
